The media is nicely incorporated into the junketing. Journalists are invited in large numbers on foreign trips of the Prime Minister and Union Ministers; the government’s gatekeepers ensure that troublesome reports that ask inconvenient questions are kept out of these junkets.Nine of these trips were taken after he became chief justice in January 2007 and three while he was a Supreme Court judge.
This amount does not take into account other expenses like boarding, the justice department said in its reply to RTI activist Dev Ashish Bhattacharya. Some media houses do pay to send reporters on these official trips, but the payment is a fraction of the actual cost, perks and goodies that are handed out and government still has a say in who is invited. This nicely suppresses the criticism of extravagant expenditure.

Amazing. So there is not hope of getting people to focus on work at all, is it? A politician after this first term as MP told me ..." I have now figured out these IAS guys. The minute they get a posting, they time and energy is fully focussed on the next move, the next promotion, the next assignment. They just do not want to waste time concentrating on the job in hand. On the other hand, we have to worry about getting elected again in five years. What hope do we have of getting support from the bureaucrats. I know it is an exaggeration, but it does ring true for at least 50% of our babus, right?

There are two types of honest IAS officers. Those to go on these junkets with spouses you have written about often and those who are jealous of them and want to get postings where they can do the same. Even those in the first category whine because someone else has totted up more foreign jaunts. Then every service whines because of special privileges other services seem to have ! Welcome to the world of the higher civil services in India !
